The history of the last hundred years has been a toxic mix of oil and war.
Wars were funded by, impossible without, and usually fought over oil. Japan's attack on Pearl Harbor, the Nazi invasion of Russia, Iraq's invasion of Kuwait, and countless other conflicts have been based in whole or in part on the world's addiction to oil. Even today, dictators and authoritarians from Venezuela to Russia, from Sudan to North Korea, base their actions-and their power to oppress their citizens and threaten their neighbors-solely on access to or sale of oil on the world market.
Since the turn of the new century, those hard facts have come home to America in the most vicious way. Attacked at home by oil-funded terrorists, at war abroad with oil-funded insurgents, threatened in global markets and faced with acquisition of our industrial base by oil-funded multinationals, we must defend America or face her utter destruction.
If we continue to follow this slippery, oil-slicked, downward-winding path, our citizens will shiver in darkness as our resources hemorrhage to Third World thugs whose only virtue is their control of petroleum-based energy.
These threats are real, they are immediate, and they are potentially overwhelming. And the saddest part, the most terrible irony, is that we finance them every time we pump gas or pay utility bills.
The threats are not new, nor is their solution. President Carter warned us about it in the 1970s when he proposed real solutions-conservation, fuel efficiency, and alternative fuels-to what he correctly named the "moral equivalent of war." His proposals were ridiculed by Republicans who forgot that both Presidents Nixon and Ford had joined him in calling for America's energy independence.
That bipartisanship, however, became partisan as this nation entered an era of oil industry dominance when, for the 28 years since 1980 except for the Clinton presidency, former oil industry executives have been president or vice president of the United States and indeed, for the past eight years, have filled both offices at once.
For the past eight years, the man in the Oval Office has tipped his hat over his eyes, kicked back his chair, and snoozed at his desk. Charged with protecting our national interests, he slept on duty while his vice president conspired with oil industry cronies. Tasked with cutting off funding to terrorists, he slept on duty while oil shortages worsened, oil prices soared, and dollars by the ton were delivered to terrorists' banks in Iran, Saudi Arabia, and Venezuela. Faced with a new kind of war, this president and his vice president helped their friends the old-fashioned way:
through war profiteering, tax cuts for billionaires, and in many cases out-and-out corruption.
There are honest answers to the problems we face, but they call for hard solutions and common sacrifices, the kind of sacrifices that this administration has only asked the American people to bear when it lined the pockets of the obscenely rich.
There's an answer, but only if someone will speak truth to power.
There's an answer, but only if someone will unite Americans to share common burdens to reach common goals.
There's an answer, but only if someone has the values, the virtues, and the vision to lead us through these troubled waters to that beckoning shore.
There's an answer. There's a man. Barack Obama.
Barack Obama is unique. So are we all. Each of us brings to the world our own strengths and weaknesses.
What qualities then, have earned him our support for the highest executive office? Even his opponents agree Senator Obama is smart and thoughtful. His biography proves he's committed to basic American values like hard work and fair play, and that he is honest and forthright. He articulates a vision of energy independence that is comprehensive and based on sound science and sound policies, science we know will work.
These policies include the answers we discussed at our energy summit in Las Vegas last week: wind, geothermal, and solar power generation and the development of efficient power transmission. Even more importantly, they include conservation measures ignored and indeed ridiculed by the current administration: smarter vehicles, more efficient and accessible mass transit, energy-effective building codes, and retrofitting all have their place in Senator Obama's vision of an energy-smart America.
But John McCain has a vision too, which in fairness I must address.
When doctors screen out the quack nostrums and phony remedies we call snake oil, they use two fundamental principles: the maxim "first, do no harm" and the question "is it safe and effective?"
In Congress, as in medicine, when we are offered snake oil as a remedy for the nation's energy ills, our question should be: "Is it safe and effective? Does it do more harm than good?"
Senator McCain and the Republicans have centered their answer to our vital energy needs on one solution: off-shore drilling. Senator McCain calls for it in every speech; his party has demagogued the issue in both houses of Congress.
So, is off-shore drilling energy policy or snake oil? Let's review the facts. White House analysts, congressional analysts, and the oil industry all agree that off-shore drilling won't add one drop to our energy pool for at least ten years. The way things are going now, in another ten years we won't need more oil; nobody will be able to afford it.
T. Boone Pickens said it right: "We can't drill our way out of this crisis."
But even if Doc McCain's magic off-shore oil elixir won't work, will it do any harm?
The answer is, we just don't know, and neither does he. It might not ruin tourism in the Gulf or on the California coast. It might not destroy vital fisheries. It might not pollute our waterways.
Nobody really knows. But kindly old Doc McCain would like to sell it to you anyway.
The simple fact is that the promise of more oil isn't part of the solution; it's part of the problem. At best this is an 18th century answer to a 21st century crisis; at worst it's pure baloney.
There are no quick and easy answers here, folks. For over a quarter of a century, the Republicans have sold their magic beans with a promise of a giant beanstalk and gold over the horizon. Look what they've done to our country. Look what they've done to our planet.
It is time to bring our nation back to reality. It is time for an energy policy that recognizes national security means ending dependence on oil and that the future is about new ideas and change for the better, not snake oil and quackery.
It is time for recognition that threats to our planet are threats to our great country.
It is time to understand that in the long run, indeed in the short run, we must wean ourselves of addiction to oil.
It is time, my friends, to elect Barack Obama as President of the United States.

Suntech Signs Polysilicon and Wafer Supply Agreements with GCL Silicon

SAN FRANCISCO and WUXI, China, Aug. 27 /Xinhua-PRNewswire/ -- Suntech Power Holdings Co., Ltd. (NYSE: STP), one of the world's leading manufacturers of photovoltaic (PV) cells and modules, today announced it has signed new supply agreements with GCL Silicon Technology Holdings Inc ("GCL Silicon"). Under the terms of the supply agreements, GCL Silicon will supply Suntech with 9,420 MT of polysilicon and 1.1 GW of silicon wafers from 2008 to 2012.
"These agreements with GCL Silicon will greatly strengthen our silicon pipeline and support our capacity and production expansion over the next five years," said Dr. Zhengrong Shi. "With steep declining cost curves, these agreements are in line with our strategy to quickly reach grid parity and extend our position as a leading global provider of solar products." With the addition of these agreements, Suntech has now secured approximately 1GW of silicon for 2009.

Suntech recently signed over 200MW of fixed price, fixed volume sales contracts for 2009 and targets to finalize approximately 500MW of additional sales contracts by the end of September 2008. I'm probably a little biased, but I think it's the best place in the world to raise a family, to start and grow a business, and to build a community.
When I ran for governor of Montana, I had never before held elected office. I chose a Republican, John Bohlinger, to be my lieutenant governor, with the simple proposition that we could get more done working together than we could fighting. Because Montana really isn't a red state or a blue state. As Senator Obama might put it, we're a united state.
And so in three-and-a-half years, working together-Republicans and Democrats in Montana-we have cut more taxes for more Montanans than any time in history, increased energy production at the fastest rate in the history of Montana, invested more new money in education than ever before and we created the largest budget surplus in the history of Montana. That's the kind of change we brought to Montana, and that's the kind of change President Barack Obama is going to bring to America.
Like Senator Obama, my family has roots in the Great Plains. My grandparents were immigrants who came to Montana with nothing more than the clothes on their back, high hopes and faith in God. My family didn't have much in our little house. But a few things stand out in my memory: a crucifix and, on our kitchen wall, a framed picture of President Kennedy. My parents never even graduated from high school, but President Kennedy's idealism and spirit of possibility inspired them to send all six of us children to college. And when he said, "we're going to the moon," he showed us that no challenge was insurmountable.
A generation later, we face a great new challenge, a world energy crisis that threatens our economy, our security, our climate and our way of life. And until we address that energy crisis, our problems will only get worse. For eight long years, the White House has led us in the wrong direction. And now Senator McCain wants four more years of the same.
Can we afford four more years? Is it time for a change? When do we need it? And who do we need as the next President of the United States of America? That's right. Barack Obama is the change we need!
Right now, the United States imports about 70 percent of its oil from overseas. At the same time, billions of dollars that we spend on all that foreign oil seems to end up in the bank accounts of those around the world who are openly hostile to American values and our way of life. More to be Done on Energy Independence, Pennsylvania Economic Development Executive Says

STATE COLLEGE, Pa., Aug. 26 /PRNewswire-USNewswire/ -- Tremendous progress has been made toward energy independence but more work remains, a top Department of Community and Economic Development official said today at the Northeast Renewable Energy Conference in State College.
"Governor Edward G. Rendell and the General Assembly have laid the foundation for Pennsylvania's energy independence, but we must be aware of the challenges ahead," DCED Deputy Secretary Rebecca Bagley said. "Our work is not complete."
Nearly 300 people from industry, academia, trade associations and environmental groups attended the conference.
Pennsylvania's Alternative Energy Investment Act signed into law July 9 will provide $650 million in funding and tax credits for alternative energy and conservation. The fund will be used to spur the development of alternative and renewable energy technologies and help consumers and small businesses take steps to reduce their electricity consumption and save money.
DCED and the Department of Environmental Protection are at work developing program guidelines and applications to implement the incentives for individuals and businesses as called for in the law.
Bagley outlined the almost $430 million geared towards alternative energy projects and economic development included in the $650 million Alternative Energy Investment Act fund:
-- $165 million for clean and alternative energy projects (not including solar)
-- $80 million for solar-related alternative energy production projects
-- $40 million to support early-stage business development activities through Ben Franklin Technology Partners to companies developing and implementing alternative energy and energy efficiency technologies
-- $25 million for pollution control technology projects on coal-fired power plants with less than 500 megawatts of capacity to reduce mercury, sulfur dioxide and nitrogen oxide emissions, which produce smog and acid rain.
-- $25 million for high- performance "green" buildings construction or renovation by small businesses or homeowners
-- $25 million for geothermal or wind energy projects, including manufacturing facilities for wind energy
-- $50 million in Alternative Energy Production tax credits equal to help with development, construction and equipment costs for alternative energy production projects.
Another $237 million geared towards consumers in the fund includes:
-- $100 million to support installation of solar energy technology, to help homes and businesses generate their own electricity and sell any excess power back to the grid through net metering. Solar technology can go a long way to reduce energy use during peak rate periods, which are typically times when the sun is most intense and temperatures are highest.
-- $45 million for financial assistance through the state's Low Income Heating Assistance Program and to establish an energy efficiency loan fund through the Pennsylvania Housing Finance Agency.
-- $92.5 million for grants, loans, reimbursements or rebates for consumer conservation and weatherization projects, such as installing energy-efficient windows, doors, or heating and cooling systems; insulation, air-sealing, or geothermal heat pumps.
But Bagley also noted that residents and business owners face double-digit increases to their electric bills when rate caps expire in the next few years. Bagley called for action this fall on House Bills 2200 and 2201. HB 2200 will help consumers save on energy bills by conserving electricity and using it more efficiently; HB 2201 would help ensure electricity consumers benefit from service at the lowest reasonable rate by requiring utilities to purchase power for their customers at the lowest reasonable rate.
"The legislation is essential to reducing overall demand -- especially at peak times when rates are most expensive," said Bagley.
"Pennsylvania already has established itself as a leader in the development and deployment of advanced energy solutions." Bagley said. NASA's Mars Rover Opportunity Climbing out of Victoria Crater

PASADENA, Calif., Aug. 26 /PRNewswire-USNewswire/ -- NASA's Mars Exploration rover Opportunity is heading back out to the Red Planet's surrounding plains nearly a year after descending into a large Martian crater to examine exposed ancient rock layers.
"We've done everything we entered Victoria Crater to do and more," said Bruce Banerdt, of NASA's Jet Propulsion Laboratory in Pasadena, Calif. Banerdt is project scientist for Opportunity and its rover twin, Spirit.
Having completed its job in the crater, Opportunity is now preparing to inspect loose cobbles on the plains. Some of these rocks, approximately fist-size and larger, were thrown long distances when objects hitting Mars blasted craters deeper than Victoria into the Red Planet. Opportunity has driven past scores of cobbles but examined only a few.
"Our experience tells us there's lots of diversity among the cobbles," said Scott McLennan of the State University of New York, Stony Brook. McLennan is a long-term planning leader for the rover science team. "We want to get a better characterization of them. A statistical sampling from examining more of them will be important for understanding the geology of the area."
Opportunity entered Victoria Crater on Sept. 11, 2007, after a year of scouting from the rim. Once a drivable inner slope was identified, the rover used contact instruments on its robotic arm to inspect the composition and textures of accessible layers.
The rover then drove close to the base of a cliff called "Cape Verde," part of the crater rim, to capture detailed images of a stack of layers 20 feet tall. The information Opportunity has returned about the layers in Victoria suggest the sediments were deposited by wind and then altered by groundwater.
"The patterns broadly resemble what we saw at the smaller craters Opportunity explored earlier," McLennan said. "By looking deeper into the layering, we are looking farther back in time." The crater stretches approximately a half mile in diameter and is deeper than any other seen by Opportunity.
Engineers are programming Opportunity to climb out of the crater at the same place it entered. A spike in electric current drawn by the rover's left front wheel last month quickly settled discussions about whether to keep trying to edge even closer to the base of Cape Verde on a steep slope. The spike resembled one seen on Spirit when that rover lost the use of its right front wheel in 2006. Opportunity's six wheels are all still working after 10 times more use than they were designed to perform, but the team took the spike in current as a reminder that one could quit.
"If Opportunity were driving with only five wheels, like Spirit, it probably would never get out of Victoria Crater," said JPL's Bill Nelson, a rover mission manager. "We also know from experience with Spirit that if Opportunity were to lose the use of a wheel after it is out on the level ground, mobility should not be a problem."
Opportunity now drives with its robotic arm out of the stowed position. A shoulder motor has degraded over the years to the point where the rover team chose not to risk having it stop working while the arm is stowed on a hook. If the motor were to stop working with the arm unstowed, the arm would remain usable.
Spirit has resumed observations after surviving the harshest weeks of southern Martian winter. The rover won't move from its winter haven until the amount of solar energy available to it increases a few months from now. The rover has completed half of a full-circle color panorama from its sun-facing location on the north edge of a low plateau called "Home Plate."
"Both rovers show signs of aging, but they are both still capable of exciting exploration and scientific discovery," said JPL's John Callas, project manager for Spirit and Opportunity.
The team's plan for future months is to drive Spirit south of Home Plate to an area where the rover last year found some bright, silica-rich soil. This could be possible evidence of effects of hot water.

European VC Industry Continues to Flounder as Deal Volume Hits New Low & Investment Drops 35% to 858 Million Euro in 2nd Quarter
Specialty restaurant supply firm saves energy and improves store operations
LONDON and NEW YORK, Aug. 26 /PRNewswire/ -- Europe's venture capital industry recorded another dismal showing in the second quarter of 2008 with just 167 deals completed -- the lowest quarterly total in at least nine years -- and 858 million euro invested, a 35% drop from the 1.33 billion euro invested in 286 deals over the same period last year, according to Dow Jones VentureSource (www.venturecapital.dowjones.com), which released its Quarterly European Venture Capital Report today. However, early stage rounds accounted for 44% of all deals done in Europe during the first half of the year, indicating that region may be nearing the bottom of its decline as more entrepreneurial companies are starting to enter the venture capital lifecycle.
"Much like in the U.S., the European venture industry is experiencing great softness in the IPO and M&A markets, and this is putting a damper on deal flow," said Jessica Canning, Director of Global Research for Dow Jones VentureSource. "In particular, health care companies, which have seen the pipeline of IPOs dry up over the last year, posted their worst quarter on record. We're seeing a similar downward trend for health care companies in the U.S., where investment has fallen off 31% in the first six months of the year."
By the Numbers: Tough Times for Traditional Investment Areas
According to the report, information technology (IT) saw deal activity fall 46% with 86 deals in the second quarter of 2008 compared to the same period last year, which saw 158 deals completed. Investments dropped 40% from 726 million euro last year to 435 million euro in the most recent quarter. The software sector, in particular, suffered the most as it posted its lowest deal count on record with just 34 deals and 168 million euro invested during the quarter.
Health Care investment in Europe fell 55% from 364 million euro in the second quarter of 2007 to 164 million euro in the most recent quarter with 32 deals completed, well behind the 58 deals done during the same time last year. Hit hardest was the biopharmaceuticals sector, which saw investment drop 59% to 117 million euro, the lowest amount on record, with just 17 deals completed, also a record low. After posting very strong investment in the first quarter of 2008, Europe's medical device sector came back to earth during the second quarter, as it saw only 13 deals completed and 44 million euro invested, 43% below the 77 million euro put into 17 deals during the same time last year.
The report showed that even Europe's Business & Financial Services industry, which had seen five consecutive quarters of year-over-year growth, couldn't escape the malaise as only 13 deals (another record low) were completed and 36 million euro invested, down 66% from the 105 million euro invested in the space during the second quarter of 2007.
Europe's Consumer Services industry fared better, however. It saw 13 deals garner 45 million euro during the second quarter, a nearly two-fold increase over the 23 million euro invested in nine similar deals during the same period last year.
Looking to the Future? Energy, Early Stage Deals Strong
Elsewhere, the data showed that Europe's Energy & Utilities industry saw record investment during the second quarter with 147 million euro put into 10 deals -- making it the third-largest industry in Europe in terms of investment for the first time, just behind Health Care. The largest deal of the quarter was the 85 million euro later-stage round for solar photovoltaic cell-maker Sulfurcell Solartechnik of Germany. For the first time since 2001, Germany topped the list of European countries that received venture capital investment
"There is a silver lining in this quarter's figures and it's that we are seeing early-stage deals make up a greater percentage of deal activity in Europe," added Ms. Canning. "Venture capitalists are being very selective about the companies they back but they're by no means abandoning the European market. In the first six months of the year, 44% of venture deals in Europe were seed or first rounds -- we haven't seen this level of early-stage interest since the first half of 2001."
Even so, the bulk of capital investment was still directed to second and later rounds during the second quarter, according to the data. Later-stage rounds accounted for 53% of Europe's total quarterly investment with 452 million euro put into 54 deals, while second rounds accounted for 20% of the total with 172 million euro put into 34 deals. With 201 million euro put into 75 seed and first rounds, early stage deals accounted for 23% of Europe's quarterly investment.
Boosted by the number of larger later-stage deals, the overall median deal size ticked up slightly from 2.9 million euro in the second quarter of 2007 to 3 million euro in the most recent quarter.
Geographic Perspectives
-- Venture capital investment in Germany rose 29% compared to the second quarter of 2007 to 264 million euro in 29 deals, making the country the European leader in terms of investment for the first time since 2001.
-- The normally strong United Kingdom market saw venture investment fall 49% to 193 million euro invested in 48 deals. The U.K. saw the most deals completed in the quarter and accounted for 29% of Europe's quarterly deal total.
-- In France, investment fell 59% to 100 million euro while deal activity dropped 46% to 34.
-- Likewise, capital investment in Sweden dropped 49% to 55 million euro with 11 deals completed in the second quarter.
-- There were only six deals completed in Denmark, which saw investment drop 22% to 45 million euro.

Cash Rebates to be Available for Wind Power and Hydroelectric Systems
First phase in its drive for alternative energy leadership
RENO, Nev., Aug. 26 /PRNewswire-FirstCall/ -- Due to the success of the SolarGenerations Program, Sierra Pacific Power and Nevada Power Company are expanding their renewable energy programs to include cash incentives for wind and hydroelectric power systems as well as photovoltaic solar systems. Both Nevada utilities are wholly-owned subsidiaries of Sierra Pacific Resources (NYSE: SRP).
Rebates will soon be available to help customers offset installation costs for wind turbines and small, agricultural hydroelectric generating plants. In addition, more rebates will be available to customers who install solar photovoltaic systems.
The last session of the Nevada State Legislature made the SolarGenerations demonstration program permanent, doubling the total amount of installed photovoltaic energy eligible for rebates from 1,900 kilowatts to 3,760 kilowatts, and adding the new WindGenerations and HydroGenerations programs. Together, these programs are called RenewableGenerations.
Customers can apply for rebates through the new program beginning at 10 a.m. Pacific Daylight Time on Sept. 4, 2008, through 5 p.m. Pacific Daylight Time on October 8, 2008. Customers are encouraged to apply early as applications are accepted on a first come, first served basis, and the opportunity to apply is only available once a year. The RenewableGenerations team is available to answer questions about the application process.
Eligible customers include Sierra Pacific Power and Nevada Power residential and small business customers who plan on installing a photovoltaic system or a wind turbine at their homes or businesses. Schools and public buildings are also eligible for rebates for solar and wind energy. Only agricultural customers who plan on installing hydroelelectric power are eligible for the HydroGenerations program.
"RenewableGenerations will build on the SolarGenerations Program and develop new elements for wind and hydro, including a network of electrical contractors to help recruit customers," said John Hargrove, program manager for energy efficiency and conservation for Sierra Pacific and Nevada Power. "These projects deliver benefits on many levels: they reduce energy bills, provide learning opportunities, help the environment, and increase our energy independence by taking advantage of abundant natural energy sources right in our own backyard."

Remarks as Prepared for Delivery
On behalf of the Mile High City and our western neighbors, welcome to Denver! For everyone watching around the country, let this be your invitation to visit us and experience the energy and opportunities of the New West. We gather this week in Denver, a city built during the booms of the Old West, but now part of a Rocky Mountain region defined more by its future than its past. From mining towns and cattle ranches to solar energy farms and technology empires, Denver has continually evolved. In this region that has seen so much change, we gather here to say that we, as a country, need that change.
Change is what happens when we all unite--across party lines and regional boundaries. Here in Denver, at the edge of the Rocky Mountains, our mile-high altitude encourages us to take the long view. We can see that being pro-business and pro-environment go hand-in-hand. We demand collaboration and common-sense solutions.
We believe that people are not defined by their lineage but by how hard they work and the results they deliver. That is why the new ideas and leadership of Barack Obama have electrified this region. New ideas and leadership for America that appeal to our optimism, our entrepreneurial spirit and our rugged individualism.
I came to Denver in 1981 as an exploration geologist seeking oil. A few years later, I found myself, like so many Americans today, laid off from my job, looking for a way to support myself and fulfill the promise of the American dream. Faced with a sluggish economy, I changed direction, opening Colorado's first brew pub. Reshaping my own life helped reshape a part of our city that had been neglected and is now the envy of the country.
Change has served me well. It has served Denver well over its 150-year history. And change is the only thing that can restart our nation's economy and realign our nation's compass. We simply cannot afford to continue down the same paths with the same tired policies and the same tired politics. Senator Obama represents the change we need--the new ideas and leadership to transform America's challenges into opportunities.
